LeashedIt's not a good idea to let your well-trained or harmless dog wander free in leash-only areas. Not only are you likely to get fined, it sends a message to less-qualified dog owners that it's OK to flaunt the law here. You also don't want your dog freely approaching leashed dogs who may be aggressive.
AGGRESSIVE, UNTESTED or UNRELIABLE dogs should never be off-leash in public use areas. Horse riders and mountain-bikers can be injured or killed if a dog's behavior interferes with them. Also, the presence of another user in a leash-optional area does not necessarily mean that they or their dog want to interact with your dog. If unruly dogs are allowed to harass other users in these areas, the off-leash privilege will eventually be revoked, unfairly penalizing more responsible users.
